Relative rates in government

The small states can endure a three year wait between cash swaps, but the House five or six budget cycles.   The executive is standard unit variance. The frequent House transaction are update cash transfers to House districts. The executive branch handles entitlements.

The effect is to make small state budgets independent of the large state budgets,but both optimumally binomial.  Starting today, I think Vermont would get 3 billion a year, or 9 billion over one senate cycle.

House payments should be cash to local government, all of this under Due Process. Juts revenue sharing. Yearly bill about five hundred billion, or 1/8 of the budget.

This revenue sharing is about as efficient as we can do.

What about the public sector unions? This is between antificants and boomers, they need make a deal. The antificants cannot afford a one sided deal like the young workers got in California.

But California has to sign on, and they will hold out the longest. And it will require legislation as the Cal Supremes out here have already ruled. I am not sure we have the brains and Jerry Brown is gone.

My oh my, what a pickle.

Cancel the Dept of Education and use that money for revenue sharing. Get ten percent from defense.  We have hopelessly fouled health care. It has tended toward emergency room medicine long before covid.
