Such a move would complicate trade talks between the two countries and further strain the relationship.

Keep cutting defense until we get some sanity from Trump.

My advice to Iran is sell s much oil as you want, wherever you want.  That INSTEX deal looks great for China, Russia and Iran. Iran should jump on that device, and enhance it to include general trade among the three.
