Latins put in four slots to place a stem. The local dialect, the manner in which it changed tense, could be fit into one of the four boxes and not be far off from the vernacular. So, it was a conscious choice by the Latin scribes, they were making a dictionary format, not a language. It was the same for the Phoenicians, it was all about global trading networks.
The Latins controlled parchment for quite a while, and controlled Latin. They ran the grammar system. The natural effect is a selection, a filtering or bias on the stems, slightly pushing them beyond the original vernacular. Rome and Greece wee the classical writers at the time, the scholars. Setting order when stems compete is what scholars do.
