Here the Dems are, again, trying to use Mueller to interpose on a direct constitutional mandate of the executive. The executive is required to scrape up whatever funds it can and do as good as possible, get it done. This process happens by default. As a spending category, it moves up in priority. Right to coin is like that, it makes the Execute set the pricing standard.
