I talk to the normal hispanic kids, the adult boys who grew up in the hood but didn't get fouled. They are smart about the pit bull problem, the pit bulls eat Hispanic toddlers. It is two problems, the main one is thrusting rural central americans into urban life, suddenly. That yields a bad mix of machismo and traditional pit bull culture around here.
The normal hispanic kids are smart about this. They try and help out, finding better homes for the pups, and getting them off the street. These kids also get that it is part cultural, there own fault sort of, they do not blame the white guy.
They are overwhelmed, and the cost of government badges to handle the flow is out of bounds.
