Back to states rights

The existence of stats implies some federal autonomy. It derives from the written definition,no  ancient English Law. A learning point for the Cal legislature is to think through the pros and cons of this model.  Especially after we watch the State court system deal with referendums. It is mixed, costly and muddled with the union laws. There is no great white judge in the Swamp who sorts this out, it is unsettled, no one's fault, and if a state has a problem, the state figures it out. Gavin ends up with the job of great white judge.
