Meaningless, like net neutrality.
I can take the IRS long form and make it a spreadsheet process. About a million of us can do that in one night. Net neutrality has the same problem with ads, millions of them, all initiated by us. We are not net neutral. It is not that tech defies regulation, the problem is it is not always regulatable, it is like software speech, it comes in a translatable language. And second, remember technology under a Moore's law transition, G really should let the chaos settle a little on its own.
