I get the strategy, makes a lot of sense.
Digitally controlled electrics can speed down that bore hole, out perform any other transportation. Get the air a bit thin, make a rubber wheels train, or use convoy controls, boost speed up to 120 MPH. My original idea, many years ago.
The bore is the killer app for electrics, it is because of electrics that one can simply speed down a bore hole.
The other killer app are the Rapid Transit dedicated speedways which can be opened to all sorts of digital controlled cargo vehicles. The concept extended in many ways. Send some autonomous cargo down the Busway, then a human can convoy them up, digitally, and do local deliveries. Autonomous vehicles, off all sorts, if it is a dedicate autonomous lane. Just put autonomy on a forty foot container, add some wheels. The military did that, put fins and GPS on old style gravity bombs.
Run your cargo with electric tug in Bore tubes, then convoy them to liquid fuel vehicles, easily done. Train style or separate drive.
Dedicated lanes (and bores) , a transportation revolution. Multi-purpose, share cost and maintenance. Includes the taxis and private vehicles. Can be congestion priced. It is actually profitable, buy up narrow alley way wherever one can. Then fence it off, smoother pave it, white line it. Make sure all your vehicles have bio detectors so they can choose the better outcome when the system breaks. That should be a general rule for wheeled auto bots, they should all come with biodetectors.
