The new Cal housing bill offers cash incentives for developers to set aside some percentage of housing for the poor. The critics have it a bit backwards, they see this as gentrification, a path toward urban renewal with pay offs to move the negroes Brown skinned equatorials out.
I think it the opposite. For a fee, California government will let you price the poor out of your neighborhood. Just skip the incentives, raise rents to cover the loss. The added regulations actually make cheap housing less available, but some legislature in Sacramento would be too uneducated to know this.
